Awaab’s Law in practice: what housing providers told us about Phase 2

Awaab’s Law Phase 2 starts on 30 November 2026. It extends the legal timescales beyond damp and mould to many more hazards, from excess cold to falls and fire.
To understand what that means in practice, we brought housing providers of different sizes, roles and regions together across six round table sessions. They talked openly about where they are, what’s proving hardest, and what’s already working. We’ve brought what we heard together in a white paper, and nothing in it is attributed to a person or an organisation.
What we heard
- Awaab’s Law is a change in how everyone works, not a set of compliance targets.
- Everything flows from triage, so consistency matters whichever channel a report arrives by.
- The hardest problems are about joining things up: ownership across teams, information from contractors, and one record of what was done.
- Demand, capacity and budget are all uncertain, and providers are adapting what they have instead of adding more systems.
- Readiness varies, and the clear direction was to do it, assess it and improve it.
Seven of the 24 themes came up in every session, including getting triage right first time, access, and measuring a case from start to finish.

The full white paper covers all 24 themes in detail, following the life of a case from the front door to across the organisation. It also includes the good practice providers shared and how often each theme was raised.
